What it is
Anomaly investigation in satellite operations is bounded by evidence, not by inference. A telemetry deviation has to become a root-cause account and a drafted recovery procedure that an operator can defend under review. VELA constrains a language model to conclusions traceable to the spacecraft's own documentation, and blocks the ones that are not.
The hard problem
Constraints
Five properties hold for every investigation. Each is enforced in continuous integration and fails the build when violated. The enforcement mechanisms are not published here.
- Advisory only. No commanding authority over a spacecraft.
- Citations are load-bearing. An uncited conclusion is a failure, and so is an ungrounded conclusion carrying citations.
- No fabricated data. Spacecraft data is a synthetic reference set; nothing is presented as a real mission.
- Deterministic. Identical inputs produce an identical investigation.
- Cloud-hosted or fully air-gapped, by configuration.
